Terrible customer service, over charged and misleading info - Dont bother! We were approached by tour guides at the Staten island Ferry terminal to sell us the cruise for statue of Liberty. After chatting for a while they told us it was $39 each for an hour cruise and the boat leaves every 30mins. It was 3pm. This suited us as we wanted to get back to city center for the evening. After paying for tickets we were walked to a bus stop some 5 min walk away and told to wait. Another guide from another company told us the boat wont go till 5pm. We checked our ticket again and realised we had been charged $59 each. We went back to the seller who told us it included a hop on hop off bus, but we had previously told her we already had tickets for one of these and did not need this. As we didnt want to wait till 5pm we wanted a refund, they told us to phone a number which did not answer. They were not interested and just interested in selling as many tickets as poss. We then decided to cut our losses and went back to the bus stop where eventually a bus turned up and took us to ferry port. Where we had to queue till 5pm for the cruise and were told the trip is for 2 hours. This meant we got back to city centre much later than planned and ultimately spent $177 for a cruise (which was good but not what we planned for) and wasted unnecessary hours.

Avoid it terrible - How did we hate this tour, let me count the ways. First off they pick up right close to the hotel where we were staying at was only a few blocks to the pick up. The bus took about 20 minutes to get there, finally on it and on our way. We were starting at like 8th and 54th street (don't quote me on that) and the bus heads south which is what our goals was to get down to Battery Park. Then we get to 42nd street and it REVERES and heads back up-town! Unbelievable. It took nearly 2 hours to get from 54 to Wall Street area where we gave up. It doubled back twice and stops for way too long. I am a NYC veteran and only did this because my nephews were on their first NYC trip and my cousin thought that this would be fun. We walked from there on and took the subway back to our hotel. Never again.

SCAMMERS - They are SCAMMERS. They lie to about the prices, what they’re offering you, and where the tour takes you. They told me tickets are $35 and then charged me $65 without my authorization.

Double decker NYC Tour could be better in winter/colder months - Buses did not all have protective covering on the top to address the cold winter weather. All buses should have had the removable protective covering on as January was cold with snow and heating for top side. Bottom floor is hard to see out and the area as the windows are covered with outside topview advertisements. Finding the first stop (Stop No. 4) was hard. No staff there, but was, comes to find out she was inside a nearby business. Buses did not come every 15 minutes. Staff at the bus stops were not visible and some not helpful. Once they heard we had tickets, they left to go inside the closest business. January was cold, snowing.

Very unprofessional - On Jan 19th we were picked up by bus 357 roughly around 3:15 from doing the cruise in which it was raining/wet snow and wow was our driver extremely rude and ignorant to the passengers. Telling passengers that if they didn’t like it they can catch the next bus (reminder it was freezing outside raining/snowing)people had children with them and also not everyone spoke English. I seldom write a negative review but this was definitely extremely disturbing and just horrible. I didn’t catch the drivers name that’s why I put the date and time with the bus # hopefully others write a review as well

COMPLETE SCAM - I cannot stress this enough: the NYC Hop-On Hop-Off Bus Tour & Statue of Liberty Cruise is an absolute scam. Save your money, time, and sanity, because this “tour” is one of the most poorly run operations I’ve ever encountered. Here’s why this nightmare deserves zero stars: 1. They Sell Way More Tickets Than They Can Accommodate This company shamelessly overbooks, selling far more tickets than they could ever reasonably seat on their buses or boats. The result? Massive crowds and endless waiting for buses and cruises that are already full. Don’t let their slick marketing fool you—there’s no guarantee you’ll even get a seat, let alone enjoy the experience you paid for. 2. No Refund Policy = Customer Exploitation All sales are final, which means they refuse to issue refunds even when it’s entirely their fault that you couldn’t access the services you paid for. They take your money and wash their hands of you. If you’re expecting even a modicum of customer service, think again. You’re on your own once they’ve cashed in. 3. Disorganized and Chaotic The entire operation is a logistical disaster. Staff are unhelpful, rude, and seemingly unaware of what’s going on. Good luck figuring out where to go or how to board because there’s zero signage or guidance. It felt like herding cattle, but with far less care or concern for the people involved. 4. Endless Wait Times Forget about the convenience of “hop-on, hop-off.” Buses are infrequent and overcrowded, meaning you’ll likely be stranded at stops for ages. The Statue of Liberty Cruise? More like a ferry with standing room only—if you even manage to board. It’s a far cry from the seamless experience they advertise. 5. Terrible Quality and Lackluster Experience If you manage to get on a bus, prepare for a lackluster ride. The commentary is dull, inaccurate, and barely audible. The cruise offers minimal views, no narration, and absolutely no sense of value. Everything about this tour screams “cut corners.” 6. Exorbitant Price for Nothing For the sky-high price, you’d expect some level of quality. Instead, you get a disorganized mess that leaves you feeling duped and angry. A single subway ride or a proper Statue of Liberty tour would offer exponentially better value. Final Warning: IT’S A SCAM This tour is a textbook example of a tourist trap. They exploit unsuspecting visitors by overselling tickets, under-delivering on promises, and refusing refunds when they fail to provide the service. If you’re thinking about booking this, DON’T! Walk away and spend your money on literally anything else. This scam of a company doesn’t deserve a single dime or second of your time. New York City is amazing—don’t let this shoddy operation ruin your experience.

Terrible - do not use - Terrible , do not use. Very misleading. Could only use one day, was left sitting on bus at Time Square for 45 mins. The second day we waited, waited and waited and no bus on the route. The additional things like free butter beer at Harry Potter shop was closed both days. Honestly much better tour companies, so disappointing. Plus company totally uninterested as have money

Woeful Treatment of Wheelchair User - Please be cautious if you book this experience with a wheelchair user. We bought a 72 hour ticket which included the Liberty Cruise but we have just been denied boarding with my daughter’s wheelchair. My 17 year daughter can walk short distances & was walking on the boat with the wheelchair folded but we were not allowed on. We have been checked in 15 minutes before boarding and none off the pier crew or boat crew said anything yet everyone could see there was a wheelchair user in our party. Prior to attempting to board we had interacted with 5 members of Top View staff, all knew we had a wheelchair user yet nothing was said. We were mis sold a ticket we couldn’t use. We have raised a complaint with Top View regarding mis selling and the woeful lack of disability awareness training. We await a response.
